
Procurement teams often know exactly how much they spent on industrial chemicals last month but much less about how well the supply process performed. Spend is important, but it is only one part of procurement performance. A lower purchase price is not a success if the plant repeatedly runs short, deliveries arrive late or material is rejected.
Useful chemical procurement KPIs connect purchasing activity to operational outcomes. They help buyers see which suppliers are dependable, where money is being lost and where a supply problem is developing before it becomes an emergency.
1. On-time delivery rate
Measure the percentage of deliveries received on or before the agreed date. Use the date confirmed on the purchase order or order acknowledgement, not a date that is repeatedly moved after delays occur.
This KPI is particularly useful in Ghana where some chemicals depend on international shipping, port clearance and inland transport. A supplier that consistently gives realistic dates can be more valuable than one that promises shorter lead times but regularly misses them.
2. Order fulfilment rate
Track whether the supplier delivers the full quantity ordered. Partial deliveries can keep a plant running temporarily, but they may also create additional transport, receiving and administrative costs.
For each supplier, measure quantities ordered against quantities delivered within the required period. Repeated short supply is a sign that stated capacity may not match actual capacity.
3. Specification acceptance rate
Record the percentage of deliveries accepted without a quality or specification issue. The definition should reflect your operation. It may include laboratory results, Certificate of Analysis review, visual packaging inspection or process-performance checks.
Where independent analysis is required, Ghana Standards Authority operates testing facilities for general chemical-based materials, water and other products. Whatever verification method your company uses, rejected or disputed batches should be recorded so supplier performance can be assessed over time.
4. Emergency purchase frequency
Count how often the business has to make an urgent chemical purchase outside the normal procurement plan. Emergency orders are useful warning signals because they often indicate weak forecasting, delayed purchasing, supplier failure or unexpectedly high consumption.
They can also be expensive. Urgent sourcing reduces negotiation time, may force the company to buy smaller quantities and can increase transport costs. A falling emergency-purchase rate is usually a sign of a healthier supply system.
5. Stock-out incidents
Measure how often a required chemical reaches zero usable stock or falls below a defined critical level. For production-critical materials, this is one of the most important procurement and inventory indicators.
Do not automatically blame procurement for every stock-out. Consumption changes, inaccurate stock records and operational losses can contribute. The value of the KPI is that it triggers investigation across procurement, stores and operations.
6. Actual lead time
Measure the number of days between order confirmation and usable delivery to site, then compare it with the supplier’s quoted lead time. Over several orders, this creates a much better planning number than relying on the promise written on the latest quotation.
Imported chemicals should be assessed using the full cycle relevant to your business. Ghana’s clearance process includes documentation, classification, valuation, payment and verification stages. If your supplier manages imports, the buyer may not see every step, but the effect still appears in actual lead time.
7. Purchase price variance and landed-cost variance
Track the difference between expected and actual purchase cost. For imported chemicals, also consider landed cost where your company is responsible for freight, clearance and related charges.
Do not interpret every increase as poor procurement performance. Foreign exchange, international chemical prices, freight and order quantity can change. The KPI becomes useful when the team records the reason for major variances instead of simply reporting that the price went up.
8. Supplier response time
Measure how long key suppliers take to respond to RFQs, documentation requests, complaints and urgent enquiries. Response time is easy to dismiss until there is a production problem and the team needs an answer quickly.
Separate routine quotation response from technical or incident response if necessary. The goal is to identify suppliers that communicate reliably, not reward rushed quotations with missing information.
9. Documentation accuracy
Track deliveries or orders affected by missing or incorrect documents. For industrial chemicals this may involve the Safety Data Sheet, Certificate of Analysis, invoice, batch details, import paperwork or other documents required by your company.
Documentation is particularly important for imports because Ghana Revenue Authority requires specified clearance documents and permits where applicable. Errors can therefore create delays that have nothing to do with physical product availability.
10. Supplier concentration risk
Measure how much of a critical chemical, or your total chemical spend, depends on one supplier. A strong supplier relationship is valuable, but complete dependence can create vulnerability if that supplier loses stock, faces an import delay or changes commercial terms.
This does not mean every chemical needs three suppliers. It means procurement should know where single-source exposure exists and decide whether the risk is acceptable.
Do not create a dashboard nobody uses
Start with a small set of KPIs that influence decisions. For many industrial buyers, on-time delivery, specification acceptance, emergency purchases, stock-outs, actual lead time and cost variance are enough to reveal the main problems. Add more only when the team has a reason to use them.

The best KPI leads to a decision
A procurement KPI is useful when somebody can act on it. If on-time delivery is falling, review the supplier or reorder point. If emergency purchases are increasing, investigate forecasting and stock levels. If rejection rates rise, investigate specification and batch quality.
